Billy was born in DeRidder, Louisiana. He received a Bachelor of Science Degree from Louisiana State University in 1988. Thereafter, he continued his studies at Louisiana State University, earning a Juris Doctorate Degree in 1991.
After graduating from law school, Billy served as a staff attorney for the Louisiana Third Circuit Court of Appeal from 1991 to 1993. Thereafter, Billy entered private practice in Lake Charles, Louisiana gaining extensive experience in real estate, insurance defense, corporate defense and municipal defense. In 2000, Billy was appointed to serve as the City Attorney for Lake Charles, Louisiana, and he continues to serve in that position.
Billy is a member of the Louisiana Bar Association and Southwest Louisiana Bar Association. He is married to Phyllis Pearson Loftin, and they have five children, Lindsay, Haylie, Madelyn, Alexandra and Logan.
